The current refugee crisis and terrorist threats do also point at a broader issue in the EU which merits being addressed: public safety services. Public safety networks provide mission critical communication solutions for police, fire and rescue departments, emergency medical services and other critical government services. These type of services have specific communication requirements; their network must be highly reliable and secure. Public safety concepts and approaches in the EU Member States have to a large extent ignored evolving communication technology solutions, especially in data transfers and they lack a single market approach. This renders them quickly out-of-date, expensive and it complicates cross-border co-operation. What impulses can we give to allow public safety services to catch up?

Coordination between Member States on the possibility of a terrorist attack using chemical, biological, radiological or even nuclear materials is urgently needed since jihadist groups may be planning to use internationally banned weapons of mass destruction for future attacks. It has to be considered that the production of such weapons in the self-training modus is possible so that they must not even be smuggled into the European Union. Joint procurement and stockpiling of antidotes was discussed. It became clear during the debate that victims of terrorist attacks have to be identified early since health damages often only show at a later date.

Emmanuel Jacob stated that “EUROMIL is convinced that an EU comprehensive approach on security and defence also includes a common culture and education. An institution such as the European Security and Defence College is therefore extremely important in the creation of a common security culture.” In this regard, he welcomed initiatives such as the Exchange of Military Young Officers also known as “Military Erasmus”. “EUROMIL also strongly believes that a project such as SAFE, Synchronised Armed Forces Europe, would be a cornerstone of this European military culture” he added. President Jacob recalled the principles of the SAFE concept, conceived as an opt-in model aiming at integrating European security structures and leading to the synchronization of the European forces leadership, and called for a relaunch of efforts to implement this concept. Moreover, he underlined that another field in which the European Security and Defence College could play a role could be fundamental rights’ training. A manual for military trainers on fundamental rights education should be developed. “EUROMIL believes that establishing common standards, including on human rights education, proves its relevance”.
