The Green Deal was the central project of the last legislative period. Calls for an industrial deal are becoming louder and louder in order to make Europe's economy less dependent on global upheavals and at the same time strengthen our continent as a global driver of innovation. But both will remain incomplete if we do not also talk about what agriculture and livestock farming in the European Union must look like in the future. We must make decisions now to ensure that agriculture can be transformed and that it meets the needs for food security, transparent food chains, planning security for farmers and affordable costs. To highlight the most important aspects of EU agriculture, we are hosting an event to engage stakeholders. Our primary objective is to outline the most important tasks for the EU-Agricultural Policies at the start of the new legislative period Italy.
The title of this debate is: Green Deal, Industry Deal – where is the EU Agri Deal ?

The title of this debate is:
"Futureproofing for Quantum Cybersecurity Threats"
The EU, through its Horizon programme, has put significant resources into developing Europe’s quantum and high-powered computing capabilities, with the aim of emerging as a global leader in this area alongside the US and China. However, this technology can lead to serious threats as quantum-powered hacking technology has the capability to break through most common encryption services in a matter of seconds and serves as an immense risk to many of the foundations of our society. The threat extends beyond the individual, also putting at risk corporate and state secrets, hampering the EU’s ability to monetize its innovation. For now, the threat appears remote, with the technology currently beyond the reach of cybercriminals, however geopolitical tensions across the world could potentially manifest themselves in state-sponsored quantum cyber attacks.
We are convinced that more attention should be turned towards quantum cybersecurity threats. While the Commission has already earmarked quantum as a critical technology, we want to ensure that policymakers have equal awareness of quantum threats and are working towards mitigating them.

"Unlocking the Value of Platform Technologies for
Public Health in Europe
Future proofing the EU regulatory framework"
BioNTech and Moderna are leading pharmaceutical and biotechnology companies in mRNA Platform Technology. Both companies recognise the importance of the overall objectives of the European Commission’s proposal for a reform of the EU General Pharmaceutical Legislation (GPL), creating an innovative and competitive EU healthcare ecosystem at a global level, investing in R&D, increasing equal access to and availability of innovative medicines to patients across the EU.
As demonstrated during the Covid-19 pandemic, mRNA is an agile and flexible platform technology, enabling faster provision of vaccines and treatments to patients. mRNA-based products for disease prevention or treatment are under development for cancer, rare diseases, HIV, malaria, mpox and priority pathogens as well as other life threating conditions.
In this context, it is important that the GPL provides a clear and broad scope for the definition of Platform Technologies, as well as a clear demarcation between Gene Therapies Medicinal Products that alter human genomes, and those that do not (e.g. mRNA).
The establishment of a legal basis for a ‘Platform Technology Master File” and the development of accompanying scientific guidance by the European Medicines Agency is needed to ensure global regulatory alignment, enable and strengthen the development of platform technologies in Europe and to realise their public health potential.

With the ongoing orphan medicines regulatory reform, it is imperative to first understand the scientific and economic challenges of developing innovation in this field before enacting regulatory changes. The recent global example of the healthcare crisis has underscored the critical role of innovative solutions in healthcare systems and highlighted the extent to which political priorities influence medicine development. This political will is particularly important in the case of the more than 7,000 rare and ultra rare diseases, 94% of which have currently no approved treatments. However, orphan drug development faces major hurdles, including limited scientific knowledge and challenging economics of innovation. Our goal is to discuss these complex challenges in a way that is accessible to all, and to explore possible ways to address them as part of the review of pharmaceutical legislation.

The pharmaceutical sector stands as one of the EU's most high added value industrial assets, playing a pivotal role in bolstering the EU's trade surplus. It is indispensable for enhancing Europe's health resilience by fostering innovation for patients to respond to infectious and chronic health threats. However, in the last 20 years, Europe has lagged in medical innovation, with relatively lower R&D investment, fewer clinical trials, and longer approval times for medicines than global competitors.
In March 2022, the "Versailles Declaration" saw Heads of Government and State pledge to promote innovation with Europe as a leader in pharmaceuticals. As global competition intensifies, attracting research activities is key for the life-sciences, healthcare systems and early access for patients. To deliver the next generation of treatments to patients the EU needs strong and predictable incentives to attract pharmaceutical companies to invest in R&D and modern manufacturing facilities in the EU.

As we emerge from the COVID-19 pandemic, improved preparedness for health crises is already at risk of sliding off the EU’s and Member States’ list of priorities despite the costly lessons learnt. We now know that it is not a question of if a new health crisis occurs, but when. DG HERA (European Health Emergency Preparedness and Response Authority) has listed as its top priorities pathogens with pandemic potential; antimicrobial resistance; and chemical, biological, radiological and nuclear (CBRN) threats. With the war in Ukraine dominating the agenda, the prospect of biological weapons and ‘dirty bombs’ being deployed has further underlined the urgent need for Europe to move quickly and the EU’s first stockpiles of CBRN medical countermeasures are being established this year to address the risk of bioterrorism. This debate will examine priorities and progress in meeting the challenge of better protecting the EU’s citizens from serious cross-border health threats.

Packaging is necessary for protection of goods in use and in transport. For this purpose, due to their adaptability, durability and inertness, plastics are often chosen to be the best materials for certain products, and therefore are essential contributor to everyday life. Yet, the waste challenge must be solved. From the design phase of products to their end-of-life, the chemical industry can offer innovative solutions to enable packaging to become more circular. By transforming waste into new raw materials with economic value, the industry can play an important role in materials’ circular economy. An effective and harmonised legal and regulatory framework is critical to stimulate the market and eventually result in a well-functioning internal market for these new secondary raw materials. This will also allow for a progressive environment for innovation which will benefit the society, our economy, and lead to improved environmental performance of processes and products.

Sehr geehrte Damen und Herren,
die Stiftung „Mérite Européen“ wurde 1970 ins Leben gerufen, um nach den Erfahrungen des 1. und 2. Weltkrieges an die Weitsicht kluger Menschen wie Jean Monnet, Robert Schuman, Alcide de Gasperi und Konrad Adenauer anzuknüpfen, die dem zerfallenen Europa wieder seine geschichtliche Dimension und Zukunftsaufgabe zurückgeben wollten. Nach 20 Jahren vielfältiger erfolgreicher Tätigkeit wurde die Stiftung „Mérite Européen“ Anfang 1990 durch Beschluss des Großherzogs von Luxemburg zu einer gemeinnützigen Einrichtung erhoben. Dazu erklärte der damalige Regierungschef und heutige Präsident der Stiftung Dr. Jacques Santer: „Um den Traum der Gründerväter Europas zu verwirklichen, brauchen wir mehr denn je Männer und Frauen, die an der europäischen Idee festhalten und zu jedem Einsatz für dieses Europa ohne Grenzen, das Europa der Bürger, bereit sind.“
Daher hat sich die Stiftung das Ziel gesetzt, mit ihrer Auszeichnung engagierte Bürger zu ehren, die sich für die „Vereinigung der europäischen Völker in Freiheit, Frieden und Brüderlichkeit“ einsetzen und weiter an der Entwicklung eines europäischen Bewusstseins arbeiten, das Voraussetzung für die Gestaltung eines freien, demokratischen und geeinten Kontinents ist. In Deutschland hat sich der deutsche Freundes- und Förderkreis der Stiftung darüber hinaus die Aufgabe gestellt, den Europa-Gedanken durch internationale Veranstaltungen sowie durch gezielte Initiativen für Kinder und Jugendliche in Bildungseinrichtungen zu fördern.

multiple applications. We find them in food, fragrances, cosmetics but also in
growing sectors such as pharmaceuticals, biocides, pesticides and aromatherapy.
They play a key role in people health, well-being and safety. They are intrinsically
part of the European know-how and cultural heritage. Considering the increased
expectation from citizens for naturality, the sector is facing the challenges of the
Green Deal, its long term competitiveness and sustainable development.

“Green Energy Transition in the Maritime Sector”
The maritime sector and energy suppliers are putting a great effort behind research and
development for the green energy transition and have already invested heavily in advanced
technologies to meet their decarbonisation objectives. The Kangaroo Group is inviting MEPs,
European Commission, Council, industry and academia representatives in its signature lunch
event in order to discuss the different possible pathways for the decarbonisation of the sector
and the support provided in this transition by the Green Deal legislative proposals.
